Custom promotions loader for WCS

WCS does not support promotion data load.

The promotions loader essentially has to put entries and XML into the following tables.

PX_PROMOTION
PX_GROUP
CLCDPROMO
CALCODE
CALCODEDSC
CATENCALCD --product promotions
CATGPCALCD--category promotions
